FEI World Cup Jumping TM - SEA League

PART A - COMPETITION

 Entries, Class Size, and Choice of Competition

1.

The maximum number of competitor of each qualifier is 35.

Outside of Western Europe, a rider can ride in the World Cup preliminary competitions. In such cases the horse to be ridden for World cup points must be declared before the start of the competition and the competitor must ride this horse first. Once the competition has begun a competitor may not change his World Cup horse. However, prior to the beginning of the competition, a competition may change his World Cup horse only if his originally declared World Cup horse is withdrawn from the competition in the starting order as the originally declared World Cup horse.
 
3. If there are more than 30 nominations the organizers have the right to restrict riders to one horse. If on the day of the competition, they are fewer than 30 starters, the Organizing Committee may decide to allow up to two horses per rider to start. Where the number of starters is to be restricted and the class is a qualifier for Certificates of Competency, a rider may start a third horse HC.

Competition formats:
Article 238.2.2 : A competition against the clock, with a time allowed, but in the event of equality of penalties for first place, there will be one jump-off only against the clock. 
 
5. The height of the obstacles is to be between 1.40m and 1.60m, with spreads of not more than 1.8m. Cups must not exceed 22mm in depth.
 
6. The time allowed is to be based on a minimum speed at 350 meters/minute. Outdoor competitions should be run at 400m/m where conditions permit. The time must be recorded in 1/100 of a second. Electronic timing is compulsory. 
 
7. Riders must wear protective headgear in accordance with FEI Rules. 
 
Horse Identification & Swabbing

A validated FEI Passport must be presented before a horse is allowed to start in a World Cup competition. The World Cup
Coordinator, The Ground Jury or the Convenor may request the presentation of an ID document at any time.
 

9. Medication control sampling ("swabbing") is compulsory at all World Cup  shows and is at the expense of the Organizing   Committee. Competitor must re-present an FEI passport for the swabbing procedure; failure to do so will entail elimination from the competition and forfeiture of price money. 
 

10.       

All riders and horses must be FEI-registered for the year in which the competition takes place. 
 
Horse Inspection 
 
11.

The horse Inspection (trot-ups) shall be conducted on the jumping surface or at least on a firm, level and clean non-slip surface. Trot up are conducted before the FEI Veterinary Delegate, The head of the ground Jury, the appeal Committee (where appointed) and the World Cup Coordinator or the Coordinator’s representative.

Attire at the Horse Inspection should be neat and tidy. Short, thongs, sandals, tank tops and T-shirt are inappropriate.
 

Prize Money and Presentation Ceremony 
 
12. Prize money will be paid up to 5th place with the last place prize money to be a minimum of doubles the entry fee. 
 

Participation at the World Cup Final 
 

13. The rider leading the points table must inform the SEA World Cup Office, not later than one week after the last qualifier, if the rider intends to compete in the Final.
 
14. If the leading rider decline to compete in the World Cup Final, the second placed rider will be offered the opportunity to compete at the final. 
 

PART B - ADMINISTRATION
 

15.

Only South East Asian nationals may compete in the South East Asian League for World Cup points.
 

16.

Non-SE Asian nationals must obtain a license from their country of citizenship National Federation to ride in the SE Asian League for World Cup points. They will ride as additional , with the approval of the FEI.
 

17.

Riders who have a league in their country of citizenship, have competed in any other World Cup League (e.g. Australian or Japanese leagues), or intend to compete in any other World League, must inform the South East Asian League, before the competition begins, which league they wish to score points in.
 

18.

The South East Asian League reserves the right to exclude non-South East Asian nationals from competing in this league, not with standing rules 16 and 17 above.
 

19.

Entry Fees may not be more then US$100 per qualifier and may be set by the Organizing Committee.
 

Officials
 
20. Courses must be designed and built by a Course Designer chosen from the FEI list of International Course Designers. 
 
21. Three FEI judges must officiate, and must be available for the duration of the Event. The Chairman of the judging Panel must be an International Judge or an International Candidate. 
 
22. The appointment of an appeal committee is optional for 1-star, 2-star and 3-star Event. The Organizing Committee may appoint an Appeal Committee consisting of a President only or of a President and two members. The President of the Appeal Committee must be an International Judge or International Candidate Judge, or a retired International Judge.
 
23. The Chief Steward must be selected from the FEI list of Chief Stewards. Chief Stewards must send their report to the SEA World Cup office, within 14 days after the event.
 
24. Bandage Control : it is obligatory to carry out boot and bandage control on all horses taking part in the Grand Prix, the Nation Cup Competition, and during the competition with the highest prize money at each event.
 

Applications to conduct a World Cup Competition, CSI-W
 

25. Draft schedule, including the names of all officials, are to be submitted to the SEA Technical Coordinator not less than 6 months prior to the event.
 
26. All schedules and officials must be approved by the FEI.
 
27. Event Organizers should make an exercise/working arena with acceptable footings available for the use by all the competitors.  Where such an area does not exist, Event Organizers must provide access to arenas, with an Official present, for working WC horses prior to the commencement of the day’s competitions. Indoor arenas are to be made available ninety minutes prior to the day’s competitions and outdoor arena sixty minutes prior to the day of competitions.
 

Definition:
"Event" is the duration of the show.
"Class" is each single competition.
"CSI-W" is a single International Class within the Event. Thos type of class is a World Cup preliminary competition.

Where these rules are silent, FEI rules prevail.
